Looks mostly good. Seems like you get a lot of DPS, for a ranger.
You probably want a sup rune instead of a maor for expertise, cus 14 is the breakpoint to get 10 mana spells to cost 4. (savage, debil, tigers, even pin down)
Unguent out for whirling. Unguent isnt that great anyways, whirling does the job better. Taking points out lets you take everything out of wilderness since its your only wilderness skill.
Punishing > Barrage for PvP, if you ask me. Barrage relies on the enemy to be stupid and bunch up. Punishing provides the same delightful effect no matter what.
Just curious, but which "element" exactly, do you use?

Im not trying mostly for DPS(edit: on one person). Im doing barrage because it is a lot faster and if im using concussion at the time I can daze them and with barrage. They cant do anything if i have tigers fury running and are interupting them about once every 1.5 sec. And for element, which one would be good to do, I was thinking doing conjure frost because not many people use armor that protects them against cold dmg. And how is whirling better? Whirling is good, but it does not heal you and has a long recharge timer. It might be better if I know i had a good monk on my team, but its hard to tell just grouping with people in the team arenas.

Unguent takes 2 seconds to activate and heals you slowly over time, meaning that by the time you realize you should put it on, its too late and your already dead meat. Whirling activates instantly and makes you practically immune to everything except spells (rangers have nearly 100 armor vs elemental anyways) To get around its recharge, use it only when necesary, when you are under attack from at least 2 different people. A monk should be able to keep you alive from 1 person. If he cant, your TEAM doesnt deserve to win, no matter how good this build is.
My comment on DPS was just an observation on your having barrage, conjure, and tigers all in one build. If you want to go with "anti-caster", it makes punishing shot EVEN better as an elite than barrage. I mean, its the premier ranger elite, especially for interupt/shutdown rangers.
As for an element, I say fire. People all either load up on anti-lightning to defend against nukes, or anti-cold because of the currently popular spirit spam strategy. Not many use anti-fire armor anymore.
Perannly I like neither savage nor conc shot. If you want to use one, Id go with savage since is more than 2x cheaper energy-wise.
So to recap, my advice to you (whether to decide to accept it or not) is:
Unguent out for Whirling D
Barrage out for Punishing
All points out of Wilderness and into other attributes
Use Fire as your element

Use fire, so if you ever want to experiment with mark of rodgort, you can. It's always a nice damage booster and alternative for incendiary arrows.

Does judge's insight work better than the conjure elements, because if it does should I switch to monk to use it?

Ok, I will drop ungent for whirling. I I want to keep barrage because I want to have some DPS and barrage cost 5 energy(b4 expertise), I can keep reusing it every shot (another plus is it keeps them from standing together).BTW I should of said I wasnt really going for DPS on one person.

Barrage's dps isn't as good as just using preparations and single shots. Plus its 1 second recharge makes your attack speed slower. its strictly for mobs, if you'll read up on barrage bots. You aren't really an anti caster either, you may wanna add some more interrupts, such as incendiary arrows. Or thunderclap with conjure lightning.

I personally prefer Judge's Insight, as the 20% pays off in the long run against warriors etc, and a lot more people have resistance to elements than holy damage (heck, one armour set is even weak to holy damage)
